First this:

505.1.3.8 Semifinal Tournament Matches
The highest remaining seeded team after completion of the quarterfinal matches shall host the
MPSF championship semifinal and finals matches. Winners of the quarterfinal matches shall
advance to the semifinal round at the home site of the highest remaining seeded team ...
I read the two regulations as such; 505.1.3.1 is stating that the first round action - eight teams playing at four sites - is played on the home court of the higher seeded team. And that the seeding is determined by the Win-Loss record within conference play at the end of the regular season. (i.e. The 8th seed plays against the 1st seed at the 1st seed's home court. Subsequently, 7 would be at 2, 6 would be at 3, and 5 would be at 4's home court.) 505.1.3.8 is stating that the Semifinals and Championship games are held at the home court of "the highest remaining seeded team" of the final four. Thus, whomever is the highest seed of the Final Four teams is given the honor of hosting the Semis and Final game.
It would make sense to combine the two regulations in such fashion that didn't create further confusion...but that smacks of sensibility, and would require Big West officials to put time and effort into making the changes.
